The study provides an in-depth analysis of current trends in higher education and the demands placed on higher education professionals in Georgia and internationally. Higher education trends examine the approaches, established practices, and priorities developed in the sector, taking into account the dynamics of political, technological and societal changes in the sector. The labor market analysis focuses on the skills and competencies of higher education professionals that are becoming particularly important for employers to operate effectively in a rapidly changing environment.

The policy analysis document discusses the National Concept of Higher Education Reform introduced in 2025. The analysis highlights the critical shortcomings in the process of development and implementation of the concept and relevant legislative amendments. It shows that both the process of drafting the concept and the initiatives contained therein pose a threat to the institutional sustainability of universities and hinder the development of the higher education system, the protection of the interests and rights of students and academic staff, institutional autonomy, and academic freedom. These actions question Georgia’s commitments and aspirations in terms of European integration and the implementation of the Association Agreement with the European Union.
